Rosemary and Neil will discuss the effective programs TSBC provides and Liberty Tire's role in finding new and innovative ways to reclaim, recycle and reuse scrap tires for eco-friendly products.

Rosemary Sutton, Executive Director of Tire Stewardship BC
TSBC is an extension of the first and most successful tire recycling program in Canada. Launched in 1991, the BC program was originally government-run, with administration delivered under contract by PwC Consulting (subsequently acquired by IBM). Rosemary joined PwC/IBM in 1998 as a key member of the contracted administration team. In 2014, Rosemary was named Executive Director of TSBC. Governed by an industry-representational Board, their work is guided by its government-approved EPR Plan and the BC Recycling Regulation. TSBC delivers several effective initiatives, including their Community Grant Program which provides matching funds to non-profits for the use of British Columbia recycled rubber in their projects; the First Nations Recycling Initiative which, together with other stewards, supports First Nations interested in starting recycling programs in their communities; and their Advisory Committee, which covers a broad spectrum of sectors that provides input on program matters which may affect them.
More than 100 million end-of-life tires have been recycled in British Columbia since the program began in 1991. stewardship’s operations began. In 2023, 5,476,000 scrap tires were collected, which created 92 million pounds of recovered rubber. This rubber is then used to make new, durable, and environmentally friendly products including agricultural mats, playground surfaces, mats and tiles, arena flooring running tracks, and more. Neil Bansal, Regional Vice President of Liberty Tire Recycling
Liberty Tire Recycling has 50 recycling facilities in North America, serving approximately 18,500 customers. It collects over 225 million PTEs annually and processes them through its recycling facilities. In BC approximately 5.5 million PTE tires are being collected and recycled annually. Liberty Tire’s corporate mission is to create a more sustainable and resilient future that respects the environment and protects the health and safety of our people and communities. Neil joined Western Rubber in 2004, and Liberty Tire acquired Western Rubber in 2010. As Regional Vice President, Neil's responsibilities include operationalizing Liberty Tire's corporate vision across multiple sites in western Canada and the US.
Neil is excited to be able to continuously apply his knowledge of recycling operations within this burgeoning industry.
