BCTA, which administers the CleanBC Heavy-duty Vehicle Efficiency (HDVE) Program on behalf of the Province, is proud to announce the second-year success of the HDVE Program. The Program realized significant interest in Year-two, receiving 85 applications for incentives totaling $3.26 million, which is more than double the interest received in Year-one (42 applications and total incentive request of $1.58 million). This demonstrates strong industry support for the Program and commitment to reduce heavy-duty vehicle emissions in British Columbia.

 

Combined, a total of 259 participants across 219 companies have been trained in both Year-one and Year-two of the Program. BCTA estimates that the annual cumulative impact of the Program across Year-one and Year-two to have removed over 4,500 passenger vehicles from provincial roads and 8,800 passenger vehicles across North America! 

 

This second offering trained 122 participants across 110 companies that, in total, represent 10,367 heavy-duty vehicles. Program equipment incentives were 2.4 times oversubscribed for Year-two. On average, every dollar invested through this Program will also generate $3.28 in direct economic activity through the cost and installation of fuel-saving devices across the Province.

The CleanBC HDVE Program consists of two components: (1) a pre-requisite half-day course for fleets on fuel management and fuel-efficiency devices, and (2) incentives for investing in certified strategies - including a wide range of equipment and devices, as well as driver training - at rebates from 30 to 50 percent. To be eligible for the Program, motor carriers must have one or more heavy-duty commercial vehicles (a vehicle with a gross vehicle weight greater than 11,794 kg), licensed and insured to operate in British Columbia, a satisfactory NSC rating, conduct business in British Columbia, and have a terminal located in British Columbia.

Companies participating in the CleanBC HDVE Program Course were eligible to apply for incentives that helped purchase fuel-efficiency equipment and technology that reduces greenhouse gas emissions. This year, we’ve increased the Incentive amount to $15,000 per vehicle, up from $10,000, leaving the maximum amount per fleet at $100,000. As well, the HDVE Program now allows additional time for successful participants to meet installation requirements: 65 days for retrofits (from 45 days) and 120 days for new equipment (from 90 days).

BCTA accepted applications for the Program equipment incentives from January 25 - February 5, 2021. BCTA distributed funds from the CleanBC HDVE Program in a manner that promoted the following:

 

  • Regional diversification across British Columbia;
  • Transportation diversification across carrier type and size;
  • Reduction of heavy-duty on-road commercial vehicle GHG emissions; and
  • Priority funding allocation will be given to new applicants.
     

On March 15, 2021, BCTA notified Program participants on the success of their applications for equipment incentives for purchasing fuel-efficiency technology. Funding for this program is provided by the Province of British Columbia, which committed to $1.67 million dollars for the investment in this Program for this year.

 

BCTA has been a long-term advocate for outreach and incentives for carriers to adopt fuel efficiency technology and practices that have reliable and documented results in reducing fuel usage and GHG emissions.
