The Highway 91/17 Upgrade Project is underway and is designed to improve travel safety, reliability and efficiency on Highway 91, Highway 17 and the Highway 91 Connector in Delta, BC.

Construction-related activities for this Project include utility relocations, pile drilling/driving activities, girder installations required for the construction of several bridges/overpasses, and the installation of overhead directional signage. Embankment work, building retaining walls, and general roadwork activities such as aggregate base, asphalt and barrier placement, line painting and other activities are also underway.  

Construction activities will take place during the day when feasible.  To ensure the safety of the travelling public, however, some work is required to take place at night when traffic volumes are lower. Road users are requested to please use caution while travelling in these areas, and obey road and construction signs, posted speed limits and traffic control personnel.   

The work plan is subject to change based on changing road and weather conditions and necessary changes to the Project construction schedule. Follow DriveBC for the latest traffic information.  

To note: Please be prepared for a nighttime full closure of Highway 91 in both directions (northbound and southbound) between 72 Avenue and the Highway 91 southbound offramp to Nordel Way. This closure is required to transport bridge girders for the future interchange of Highway 91 and Nordel Way. 

  • Work is anticipated to take place in spring 2022.  

  • More detail on the work schedule and detour routes will be provided once available. 

 

Please be advised of the following activities in these key locations:

Highway 91C/Highway 17  

Bridge construction over Highway 17 adjacent to the intersection of Highway 91C and Highway 17 is has begun and is scheduled to be completed in July 2022. The columns for the east side of the new structure have been poured and work is underway to construct the abutment walls on both sides of the future bridge.

  • Highway 91 Connecter eastbound lane shift from the Highway 17/91C intersection expected to be in place on March 7, 2022. Access to the Highway 91 Connector (eastbound lanes only) will be permanently shifted north by approximately 20m from the existing roadway at this location. Please view Map A for details. 

  • Temporary shift on Highway 91C westbound is in effect to access 96 Street, River Road and Highway 17 westbound. Please note, the eastbound and westbound lanes of Highway 91C are temporarily split, with an active work zone in the middle.

  • Intermittent nighttime lane closures on Highway 91C (eastbound/westbound) are ongoing through spring 2022, scheduled on Sunday through Friday, from approximately 8 p.m. to 5 a.m. and Saturday from approximately 8 p.m. to 7 a.m.

  • Temporary lane shift of Highway 91C between Highway 17 and Nordel Way through to fall 2022. The posted speed limit is reduced from 60 km/h to 50 km/h.

  • Temporary lane closures and minor stoppages on Highway 17 and Highway 91C (eastbound/westbound), intermittent until winter 2022. Lane closures and minor stoppages are scheduled on Sunday through Friday, from approximately 8 p.m. to 5 a.m. and Saturday from approximately 8 p.m. to 7 a.m.

  • Permanent closure of 96 Street south of the BNSF Railway Crossing

    • 96 Street south of the BNSF Railway Crossing is permanently closed to traffic to allow for construction of the new interchange at Highway 17 and Highway 91 Connector. 96 Street, north of the BNSF railway, remains open for local traffic. A new cul-de-sac will be installed by summer 2022 south of the BNSF railway.

Highway 17/River Road 

In order to facilitate ongoing construction in this area, the following roadway changes are currently in place:  

  • Temporary lane closures and minor stoppages on River Road between 96 Street and the Highway 17/River Road Interchange, Monday to Saturday from 7 a.m. to 5 p.m. Intermittent night shifts are expected between 7 p.m. and 5 a.m. 

  • Truck turnaround on River Road approximately 10 metres west of the original paved turnaround.  

  • Intermittent nighttime lane closures on Highway 17 eastbound, are ongoing through November 2022, Sunday to Thursday, from approximately 8 p.m. to 6 a.m., Friday from approximately 8 p.m. to 9 a.m., and Saturday from approximately 8 p.m. to 10 a.m. on Sunday. During these closures, a minimum of one lane on Highway 17 eastbound will remain open to traffic.  

  • Intermittent nighttime lane closures on Highway 17 westbound are ongoing through November 2022, Sunday to Thursday, from approximately 8 p.m. to 5 a.m., Friday from approximately 8 p.m. to 7 a.m., and Saturday to Sunday, from approximately 8 p.m. to 10 a.m. on Sunday. During these closures, a minimum of one lane on Highway 17 westbound will remain open to traffic.  

  • Temporary realignment of Highway 17 east of the Highway 17 / Highway 91C / 96 Street intersection is in place. Please note, the posted speed limit has been reduced from 80 km/h to 50 km/h.  

  • Temporary roadside barrier shift on Highway 17 eastbound which temporarily reduces a section of the shoulder on Highway 17 eastbound from 2.5 meters to 0.5 meters.

    • The roadside barrier shift is in place through to summer 2022. 

    • A 2-metre paved cyclist path is maintained. 

    • Temporary traffic lights on Highway 17 westbound near the overpass, and on the River Road to Highway 17 westbound on-ramp, until spring 2022. 

 

Highway 17/80 Street (Tilbury Connector) 

Work to install the base foundation for new wayfinding signs, along with guide sign and panel installation, will continue intermittently at various locations. 

  • Intermittent nighttime lane closures on Highway 17 eastbound between Highway 91C and 80 Street are expected to take place in Spring 2022 from approximately 8 p.m. to 6 a.m. During the closures, a minimum of one lane on Highway 17 eastbound will remain open to traffic.  

Highway 91C/Weigh Scale  

A new interchange is being constructed at Highway 91 Connector and Nordel Way to replace a signalized intersection. In order to facilitate ongoing activities including bridge and road construction, the following roadway changes are in effect:  

  • Intermittent nighttime lane and shoulder closures on Nordel Way at Highway 91C, ongoing through summer 2022 for both northbound and southbound lanes. This is in effect northbound on Sunday to Thursday from approximately 9 p.m. to 6 a.m. and Friday and Saturday, from approximately 9 p.m. to 8 a.m., and southbound, Sunday to Thursday from approximately 8 p.m. to 6 a.m. and Friday and Saturday from approximately 9 p.m. to 8 a.m. The existing bus lane on Nordel Way will not be affected by this work. 

  • Intermittent left turn lane closure on Weigh Scale Road is in place nightly from 9 p.m. to 6 a.m. until summer 2022.  

  • Temporary west sidewalk closure between Weigh Scale Road and River Way is in place on a 24/7 basis until summer 2022. The east sidewalk will remain open to pedestrians. Please view Map B for more details. 

  • Nordel Way truck parking area temporary relocation to 10008-10022 River Road, Delta, BC. Please note, this will be in effect through August 2022.  

  • Highway 91C/Nordel Way intersection realignment is currently in place to prevent road users from entering the temporarily relocated Nordel Way Truck Parking Area, and to facilitate the construction of the future Highway 91C/Weigh Scale Interchange.

Improvements to Highway 91 at Nordel Interchange  

In preparation for the new Nordel Way eastbound crossing over Highway 91, the following roadway changes are in place (please see Map D). 

  • Nighttime full closure of Highway 91 in both directions (northbound and southbound) between 72 Avenue and the Highway 91 southbound offramp to Nordel Way. This closure is required to transport bridge girders for the future interchange of Highway 91 and Nordel Way.

    • Work is anticipated to take place in spring 2022.

  • Intermittent nighttime lane and shoulder closures on Highway 91 southbound and the Highway 91 southbound off-ramp to Nordel Way eastbound are ongoing through summer 2022, Sunday through Friday, between approximately 9 p.m. and 6:30 a.m., and Saturday from approximately 9 p.m. to 7 a.m. on the Highway, and Sunday through Friday approximately 8 p.m. to 5 a.m. on the ramp. At this time, two lanes on Highway 91 southbound and one lane on the off-ramp will remain open to road users during the closures. 

  • Intermittent nighttime lane closures on Highway 91 northbound at the Nordel Way/Highway 91 Interchange as required, from 8 p.m. to 5 a.m. During the closures, one lane on Highway 91 northbound will remain open to traffic.  

  • Intermittent nighttime shoulder closure on the Highway 91 southbound off-ramp to Nordel Way westbound from 10 p.m. to 5:30 a.m. through to summer 2022.

  • Nighttime minor stoppages less than two minutes in length at the Nordel Way on ramp to Highway 91 southbound through to summer 2022, on Sunday through Friday from approximately 10 p.m. and 5 a.m.

  • Intermittent nighttime shoulder closures on the Nordel Way on ramp to Highway 91 southbound, ongoing through fall 2022.

  • Temporary off-ramp closure on Highway 91 northbound to Nordel Way eastbound until fall 2022. All Highway 91 northbound traffic bound for Nordel Way eastbound and westbound are temporarily using the same ramp. 

  • Lane shift from the temporary detour onto a new alignment from Nordel Way to access Highway 91 is now in place on a 24/7 basis.

  • Intermittent nighttime lane and shoulder closures on the Nordel Way on-ramp to access Highway 91 northbound are expected to begin spring 2022. 

    • One lane will remain open to access Highway 91 northbound at this location.  

    • Scheduled work hours are from 9 p.m. to 5 a.m.  

  • Intermittent lane closures around Nordel Way, east of Highway 91, will be in place from 9 p.m. to 5 a.m., including the following areas:

    • Nordel Way westbound to Highway 91 northbound: follow signs to continue to the Alex Fraser Bridge via Highway 91 northbound 

    • Nordel Way westbound to Highway 91C/Highway 17 and Highway 91 southbound: follow signs to shift across the centre barrier to travel on the existing eastbound lanes   

    • Nordel Way eastbound: continue travelling on Nordel Way in the right lane to access Highway 91 northbound or continue travelling on Nordel Way east. Lane closures are in place until March 8, 2022, from 9 p.m. to 6:30 a.m.  

    • Highway 91 northbound offramp to Nordel Way east and Highway 91C/Highway 17

Guide Sign Installation 

Work to install the base foundation for 61 new wayfinding signs, along with guide sign and panel installation, will continue intermittently throughout the duration of the project at various locations. Please see Map E. 

  • The intermittent schedule for pile driving activities is 7 a.m. to 5 p.m. In addition, there may be night shifts, as required, from 6:30 p.m. to 5:30 a.m. 

  • There may be an increase of noise in the area while this work is underway. 

  • Equipment for this work may include a small crane, excavator, low impact vibratory hammer, pile driving hammer, construction lighting and construction vehicles.  

  • Intermittent lane closures may be required to accommodate this work.

Upcoming Spring 2022 Activities 

  • Intermittent lane closures and minor stoppages on Highway 91C west of Nordel Way to allow for drainage installation and related works. 

  • Temporary full closure of the Nordel Way eastbound on-ramp to Highway 91 southbound to allow for drainage installation. This work will take place during a nighttime shift in April 2022. 

    • The detour route will travel northbound on Highway 91 over the Alex Fraser Bridge and take exit 9 for Annacis Island. Traffic will keep left at the fork, take a right on Cliveden Ave, and use the right lane for the on-ramp onto Highway 91 southbound. 

  • Temporary full closure of the Highway 91 southbound off-ramp to Nordel Way westbound to allow for road construction and paving activities. This work will take place over a weekend shift. 

  • The detour route will travel southbound on Highway 91 to the 64 Ave exit. Traffic will turn left onto 64 Ave and use the left lane for the on-ramp onto Highway 91 northbound. 

Detailed traffic advisories for each of the above-noted activities will be issued as soon as the schedule is confirmed.
