The purpose of this exemption is to enable eligible motor carriers and their drivers engaged in transportation of goods or passengers to or from a motion picture or television production site, between and through all ten provinces to maintain or complete a paper record of duty status as outlined in section 82 of the Regulations.

This alternative option is provided in lieu of adhering to the requirements for electronic recordkeeping of duty status. The rationale behind this decision is to address the challenges associated with using electronic logging devices to monitor driver compliance with the Regulations. These challenges come from factors such as drivers operating multiple commercial vehicles for different motor carriers on any given day, and the lack of interoperability between various models of electronic logging devices.

Effective as of March 18, 2024, this exemption will remain in effect until the earliest of the following occurrences:

  1. 36 months after the effective date, at 23:59 EST;
  2. The date on which the Minister, upon determining that it is no longer in the public interest or that it poses a risk to motor carrier safety, cancels the exemption in writing.
