On August 16, 2021, BCTA met with Minister Fleming, Minister of Transportation and Infrastructure and Minister Ma, Minister of State for Infrastructure to discuss key issues involving transportation and infrastructure along with proposed recommendations for addressing them based on BCTA’s policy positions and BCTA’s 2022/2023 Budget Submission.

BCTA identified key topics for the government to consider, as follows:

  • Implementation of a provincial electronic logging device mandate that incorporates:
    • An out-of-service violation for failure to have a third-party certified ELD in the vehicle after the effective date, and
    • Speed limiter regulation, with a cap of 105 km/h for commercial vehicles with a gross vehicle weight of 11,794 kg
  • Continuing financial supports for small businesses impacted by COVID-19;
  • Extending the CleanBC Heavy-duty Vehicle Efficiency Program partnership between the Province and BCTA for an additional three years (years 4, 5, and 6) with increased funding of $3.5 million annually;
  • Investing in infrastructure improvements that reduce traffic congestion and stop-and-go traffic movements, accommodate oversized vehicle configurations, encourage/allow for the most direct routing possible and address height obstructions;
  • Promoting accelerated turnover of heavy commercial vehicles, including both trucks and motor coaches with a gross vehicle weight of 11,795kg or more, to MY 2017 and newer by providing a PST input tax credit/exemption.

Minister Fleming and Minister Ma appreciated the opportunity to hear about the range of issues our industry is facing and is looking forward to working with BCTA to support and improve the safety of our industry and continue our efforts to reduce greenhouse gas emissions.  

Both Ministers expressed interest in working with us on many of our recommendations. BCTA looks forward to working with both Ministers on your behalf and will provide any updates on our priority initiatives.
