Preliminary research highlights troubling trends within BC’s trucking industry regarding immigration practices under the Temporary Foreign Worker Program (TFWP). From 2019 to 2023, BCTA analyzed recruitment data and found high numbers of Temporary Foreign Workers (TFWs) being employed relative to fleet sizes within some companies.

This raises concerns about potential exploitation of the immigration system, undermining the intended purpose of the TFWP. The program was designed to address short-term workforce shortages for professional operators when Canadians and permanent residents are unavailable—not as a means to sidestep ethical hiring practices or exploit vulnerable workers.

Such misuse jeopardizes not only the integrity of the TFWP but also its benefits for trucking companies genuinely facing labor shortages. These actions risk tarnishing the industry's reputation and could prompt restrictive government policies, affecting all operators.

BCTA is actively monitoring this issue in collaboration with other industry associations across Canada. Together, we are advocating for stronger oversight and accountability to ensure fair recruitment practices. This includes engaging with government partners to protect the TFWP’s integrity while safeguarding opportunities for professional operators to address legitimate labor needs.
