Beginning January 25 until February 5, 2021, BCTA will be accepting applications from BC motor carriers for incentives to purchase eligible fuel-efficient technology under the CleanBC Heavy-duty Vehicle Efficiency Program.

The Program, funded by the Province of British Columbia, offers rebates upon successful completion of the CleanBC HDVE Program Course, to a maximum of $15,000 per vehicle or $100,000 per fleet per year (April 1- March 30).

CleanBC HDVE Program Incentives are available to eligible BC carriers for investment in approved fuel-efficiency equipment that promises documented savings in fuel usage and decreased greenhouse gas emissions.

A BCTA membership is not required to participate. The primary goal of Program Incentive distribution is the reduction of GHG emissions from heavy-duty on-road commercial vehicles. Incentive applications are open to all BC-based carriers, including owner-operators. To ensure access to funding province wide, BCTA will distribute Program Incentives among eligible applicants in a way that supports regional diversification as well as across motor carrier types and fleet size, with priority funding allocation given to new applicants.

Carriers may apply for CleanBC HDVE Program Incentives from January 25 to February 5, 2021, under the following eligibility requirements:

  • Companies must have one or more heavy-duty commercial vehicles in their fleet (a vehicle with a gross vehicle weight greater than 11,794 kg) that is licensed and insured to operate in BC, conducts business in BC and has a terminal located in BC.
  • At least one company representative must successfully complete the CleanBC HDVE Program Course prior to applying for incentives. Companies that have had a representative complete and pass the course in either 2019 or 2020 do not need to repeat the course to apply for Program incentives in 2021, providing they have the same National Safety Code number.
  • Affiliates of an eligible company with distinct NSCs must send their own representative to complete and pass the CleanBC HDVE Course in order to apply for Program incentives.
  • Rebates are not retroactive. Fleets cannot apply for incentives for equipment they have already purchased.

BCTA will issue a Commitment Letter to successful applicants following the end of the application period. From the date of the letter, recipients have:

  • 65 days to install/retrofit the qualifying equipment awarded through the Incentive Program on any existing vehicle, and/or
  • 120 days to install or take delivery of vehicles equipped with the qualifying equipment awarded through the Incentive Program on any new vehicle.

The Year 2 Program Incentive application form and Program Guide can be found in this Bulletin article.

Companies that have not yet completed the Program Course can still register for webinars scheduled on January 14, 19, 21 & 26, 2021. Please click here to sign up.

BCTA is a long-term advocate for outreach and incentives for carriers to adopt fuel-efficiency technology and practices that have reliable and documented results in reducing fuel usage and GHG emissions. We are extremely pleased that the Province of BC has recognized the benefit of enabling our industry to take an active role in reducing pollution.
