The Vancouver Fraser Port Authority (VFPA) proposes the construction and operation of a new three-berth marine container terminal located at Roberts Bank in Delta, BC.. The proposed project, to be located next to the existing Deltaport and Westshore Terminals, would provide an additional 2.4 million twenty-foot equivalent units of container capacity per year at Roberts Bank.

As part of the review process, BCTA provided a submission to the project panel regarding the sufficiency of information and draft public hearing procedures. BCTA is supportive of the construction and operation of the terminal based on the fact that the expansion will improve capacity and efficiency of the movement of goods for BC and the rest of Canada.

On April 20, 2023, the federal government announced its decision on the project following an environmental assessment. The Minister of Environment determined that in accordance with subsection 52(2) and 52(4)(a), the project is likely to cause significant adverse environmental effects referred to in subsection 5(1) of the Canadian Environmental Assessment Act, 2012, however were justified in the circumstances. In accordance with subsection 53(1) of the same act, conditions were established in relation to the environmental effects referred to in subsection 5(1)with which VFPA must comply.
