Metro Vancouver municipalities have started the ‘soft implementation’ of the Regional Permit Policies and Procedures Manual. The Manual’s purpose is to harmonize municipal permitting for oversize (OS) and/or overweight (OW) commercial vehicles and provide a framework for permitting the transport of OS-OW vehicles and loads on municipal roads across the 21 municipalities that comprise Metro Vancouver (excluding provincial highways).
A reminder that as of August 1, 2023, BC’s provincial ELD mandate comes into effect. Enforcement officers in BC may issue violation tickets to carriers who fail to equip a commercial motor vehicle with a certified electronic logging device (ELD) as required under MVAR 37.39.
The fine amount is $520 (or a ticketed amount of $598 when the victim surcharge is included). Fine amounts for violations under MVAR Division 37 are defined in the Violation Ticket Administration and Fines Regulation which is also being amended as of August 1, 2023.
On July 20th, Commercial Vehicle Safety & Enforcement (CVSE) announced an hours of service (HOS) exemption to support the transportation of goods and passengers on Highway 4 during the Slope Stabilization Project at Cameron Lake Bluffs.
The Accessible Canada Act is a federal law that was created to find, eliminate, and prevent barriers that people with disabilities face daily. Adopted in 2019, the Act’s primary goal is to create a Canada that is free of barriers by 2040.
To accomplish this, the Act requires that federally regulated private employers with 100+ employees prepare and publish an initial Accessibility Plan by June 1st, 2023. The date assigned to employers with 10 – 99 employees is June 1st, 2024.
In 2021, the Government of Canada announced they would be making changes to the Canada Labour Code to ensure access to menstrual products in all federally regulated workplaces. Recognizing pads and tampons as essential necessities will contribute to enhancing equality, diminishing stigma, and fostering healthier, more inclusive work environments.
The Department of Homeland Security (DHS) no longer requires non-U.S. travelers entering the United States via land ports of entry and ferry terminals to be fully vaccinated against COVID-19 and provide related proof of vaccination upon request. DHS intends to rescind these Title 19 travel restrictions in alignment with the end of the Public Health Emergency and the termination of the Presidential Proclamation on air travel.
(April 26, 2023) The Canadian Trucking Alliance (CTA) – as a part of a coalition of Canada-U.S. trucking industry associations, including the American Trucking Associations (ATA), National Tank Trucking Carriers, Inc. (NTTC), and Truckload Carriers Association (TCA) – is requesting the Canadian Ambassador to the U.S., Kirsten Hillman, and U.S. Ambassador to Canada, David L. Cohen, work bilaterally to ensure reciprocal treatment, and remove unnecessary trade barriers for cross-border operators and truck drivers, considering the importance of Canada-U.S.
The BCTA is thrilled to announce that our association has achieved a major advocacy win. On April 5th, 2023, the BC Government tabled Bill 23, which proposes amendments to the Motor Vehicle Act, in the legislature, which includes mandating speed limiters on heavy-duty trucks.
The BC Government has announced the implementation of a provincial ELD mandate, effective August 1, 2023.
The announcement made on February 13 comes after much lobbying by BCTA and now harmonizes BC with the federal government and most other provinces.
