National Safety Code Program Course Level 2

BCTA offers the National Safety Code (NSC) Program Level 2 Course, a comprehensive full-day training designed to enhance participants’ understanding of NSC compliance and record-keeping, with a particular focus on preparing for audits conducted by NSC auditors.

To enroll in this Level 2 course, participants should have completed BCTA’s NSC Program Course (Level 1) or possess a solid understanding of NSC Regulations.

The curriculum covers several critical areas:

  • Hours of Service: Detailed examination of required support documentation, regulations applicable in both Canada and the USA, considerations for driving north of the 60th parallel, daily driving and working hour limits, deferral provisions, and special cases such as adverse weather conditions.​
  • Vehicle Records: Guidance on developing a vehicle safety management plan, including drafting and maintaining vehicle maintenance records.​
  • Driver Records: Discussion on essential documents and policies, including letters of discipline, policies and procedures manuals, company reports related to the NSC, driver assessments, and the frequency of obtaining driver abstracts.​
  • Hours of Service Record-Keeping: Strategies for monitoring drivers’ hours, detailed requirements for auditing logbooks, and best practices for ensuring compliance.​

Participants will engage in hands-on exercises to build, manage, and appropriately purge NSC files. The course introduces recall systems to assist in managing expiring paperwork effectively. Additionally, the Motor Vehicle Act regulations are reviewed to ensure participants comprehend their legal obligations under the NSC, the application of its standards to all carriers, and the potential operational impacts of failing an audit. The course also includes a study of the carrier profile, teaching participants how to read and interpret all aspects of it; bringing a copy of their carrier profile for analysis is recommended.​

This 8-hour program employs a lecture-discussion-demonstration format, encouraging interactive participation through group exercises and discussions. Upon successful completion, participants receive an attendance certificate, with a $10 fee for replacement certificates.​
